YouTube Shorts Monetization Requirements in India for 2027

YouTube Shorts monetization requirements in India now and from 1 February 2027: 10M vs 20M Shorts views, the new monthly floor and YouTube's own US tax example.

Renaissance-style study of an open library with globes and folios, a red bookmark in the open volume

Until 31 January 2027, an Indian channel gets into the YouTube Partner Programme (YPP) through Shorts with 1,000 subscribers and 10 million qualified Shorts views in 90 days. From 1 February 2027, a new channel needs 20 million, and every partner needs 10 million in the trailing 90 days just to be paid from the Shorts Creator Pool that month. Those are the YouTube Shorts monetization requirements in India on either side of the change, and my read is that the monthly floor matters more than the doubled entry bar: from February, the number that gets a Shorts channel in today becomes the number it has to hold to keep earning from Shorts.

Every row comes from YouTube’s own Help Centre, read in its en-IN edition on 4 November 2026; each section below links the page it uses. These thresholds can change, so check the pages again before you plan a quarter around a number.

I read the pages the way I read LinkedIn’s Help Centre to trace where each creator mode feature went after LinkedIn removed it: the dated Help page outranks any guide, this one included.

YouTube Shorts Monetization Requirements in India Before February 2027

India is on YouTube’s list of countries and regions where the YouTube Partner Programme is available, so a creator living in India meets the location rule. The YPP overview lists what you need before either threshold counts:

  • Follow the YouTube Channel Monetisation Policies
  • Live in a country or region where YPP is available
  • Have no active Community Guidelines strikes on the channel
  • Turn on two-step verification for your Google Account
  • Have access to advanced features on YouTube
  • Have one active AdSense for YouTube account linked to the channel, or be ready to set one up in YouTube Studio

Then the channel needs one of two thresholds:

  1. 1,000 subscribers with 4,000 qualified watch hours in the past 12 months, or
  2. 1,000 subscribers with 10 million qualified Shorts views in the past 90 days.

Shorts do not help the first route. YouTube says qualified watch hours from Shorts views in the Shorts feed “won’t count towards the 4,000 qualified public watch hours threshold”, so a Shorts-first channel should plan on the second route.

What Counts as a Qualified Shorts View

Counts toward the 10MDoes not count
Qualified views from Shorts you have set to public that appear in the Shorts feedPrivate, unlisted and deleted Shorts
Views from ad campaigns
Image posts appearing in the Shorts feed

Paid reach sits outside these thresholds too: YouTube Help says subscribers and watch time from a YouTube Studio promotion do not count toward Partner Programme eligibility, and what Promote and YouTube ads cost in India covers the budget side.

Review, Rejection and Re-Applying

  • Meeting a threshold does not admit the channel by itself. Every channel goes through a standard review of the channel as a whole.
  • YouTube replies after review, “typically in about one month”, and says delays are possible.
  • If your counts drop below the threshold while you wait, the overview says it does not matter: the channel is still reviewed.
  • A rejected channel can appeal within 21 days or re-apply after 30 days. After a repeat rejection, the wait is 90 days.
  • Once in, YouTube may turn off monetization on a channel that has not uploaded a video or posted to the Posts tab for six months or more.

YouTube Shorts Monetization Requirements in India From 1 February 2027

YouTube’s Help page Updates to the YouTube Partner Programme sets out the 2027 rules, and the YouTube Official Blog post of 10 August 2026 announced them as the programme’s “first significant changes since 2018”. This table is the Shorts route on both sides of the date:

The four qualified Shorts view numbers in YouTube's rules from 1 February 2027 on one scale: 1 million to stay active, 3 million for the 500-subscriber tier, 10 million as the monthly Creator Pool floor and 20 million to join YPP as a new creator

Details in those rules that change how the dates work in practice:

  • The terms deadline applies to existing partners too. A partner that has not accepted the updated modules by 31 January 2027 stops earning from the associated features from 1 February 2027. YouTube’s FAQ says this does not remove the channel from YPP, and accepting later restores the features.
  • The new activity rule is a cadence rule. Two long-form videos or five Shorts every 90 days keeps a channel active even below the view and hour numbers. It is the same question as choosing between a LinkedIn newsletter and standalone articles: whether you can keep a schedule.
  • From February, Shorts ads aimed at a handful of channels pay those channels directly. On the buying side, Shorts inventory is reached through Google Ads campaign types such as Demand Gen, which my explainer of the Cross-network channel in Google Analytics maps; from 1 February 2027, a creator in a targeted group of five or fewer channels keeps 45% of the net revenue from that ad.

The blog post adds one line the Help page does not carry: channels below the 10 million floor see “Shorts revenue sharing automatically resuming once they cross 10 million views again”.

How Shorts Revenue Is Calculated From the Creator Pool

YouTube’s Shorts monetisation policies describe the monthly calculation:

  1. Ad revenue from ads shown between videos in the Shorts feed is pooled.
  2. That revenue is split between the Creator Pool and music licensing, based on engaged views and the music used across monetising creators’ Shorts.
  3. The Creator Pool is allocated to each creator by their share of eligible engaged views in each country.
  4. The creator keeps 45% of their allocation, whether or not they used music.
Music in a ShortShare of that Short’s revenue that goes into the Creator PoolWhere the rest goes
NoneAll of it-
One trackHalfMusic licensing
Two tracksOne thirdMusic licensing

Music changes the size of the pool, not how it is shared out. The page says each creator is allocated “100% of the total number of engaged views on their Shorts”, so using music won’t “affect a creator’s allocation from the Creator Pool or their revenue share rate”.

YouTube’s own hypothetical, written in British pounds for an unnamed “country A”:

StepYouTube’s figure
Engaged Shorts views in the country, all on monetising creators’ Shorts100 million
Ad revenue between Shorts in the Shorts feedGBP 100,000
20% of Shorts used one track, so music licensing takesGBP 10,000
Creator PoolGBP 90,000
Your Short’s 1 million engaged views = 1% of the poolGBP 900
Your 45% shareGBP 405

That example is a formula, not a rate. None of the YouTube pages I read for this post gives a per-view or per-1,000-views earning in rupees, so any rupee RPM you see quoted comes from somewhere other than these Help pages.

The same page sets the rules around that arithmetic:

  • Views count only from the date you accept the Shorts Monetisation Module. Views before that are not eligible.
  • Non-original Shorts (unedited clips from films or TV, reuploads of other creators’ content, compilations with no original content), bot views and Shorts that break the advertiser-friendly guidelines are ineligible views.
  • From 1 February 2027, the 10 million floor is measured over the 90 days ending on the 15th of the month before the earnings month. For March 2027 earnings, that is the 90 days ending on 15 February 2027.
  • YouTube Premium and Premium Lite revenue allocated to Shorts is shared at the same 45%.

US Tax on YouTube Earnings for Indian Creators

YouTube’s US tax requirements page uses an Indian creator as its worked example: $1,000 earned from YouTube in a month, $100 of it from US viewers.

Tax info statusRate YouTube appliesUS tax withheldLeft after US withholding
No tax info submittedUp to 24% of total worldwide earnings$240$760
Tax info submitted, India-US treaty benefit claimed15% of earnings from US viewers$15$985
Tax info submitted, no treaty benefit30% of earnings from US viewers$30$970

The first three columns are YouTube’s; the last is my subtraction. The first and second rows differ by $225 on a $1,000 month: without tax info, YouTube’s rate of up to 24% applies to the whole month’s earnings, not only the US share.

What the same page asks of every YPP creator, wherever they live:

  • Submit a tax form, and claim a treaty benefit if eligible, by 10 December each year.
  • Re-submit when the form expires: forms expire at the end of the third full calendar year after the year of signing.
  • Withholding applies to US-viewer earnings from ad views, YouTube Premium, Super Chat, Super Stickers, Super Thanks and channel memberships.
  • Google may refund withholding if updated tax info reaches it by 10 December, in limited circumstances; after the calendar year ends, the refund request goes to the IRS.
  • Creators who submit tax info and receive eligible payments get a tax form such as the 1042-S on or before 14 April for the previous year.
  • On a business account type with no tax info, the default is 30% of US earnings for a payee outside the US.

YouTube’s own note says it “can’t provide advice on tax issues”, and the page adds that your local income tax laws may still apply to YouTube earnings. For Indian income tax on what is left, ask a tax adviser.

To estimate your own figure, YouTube’s method is: open the revenue report in YouTube Analytics for the payment period, filter geography to the United States, find your withholding rate in AdSense for YouTube after submitting tax info, and multiply the two.

Getting Paid Through AdSense for YouTube

YouTube pays partners through an AdSense for YouTube account, and its AdSense for YouTube Help page has rules that trip up creators who already earn elsewhere:

  • Create a new AdSense for YouTube account only through YouTube Studio. YouTube says doing it on another site, such as the AdSense homepage, “will not work”.
  • You can hold only one AdSense or AdSense for YouTube account under the same payee name. Duplicates are not approved, and monetization is turned off for the associated channel.
  • If you already use AdSense outside YouTube, sign in with the Google Account that holds that existing AdSense account.

This site runs website AdSense, set up as described in my Astro AdSense walkthrough, and a website account like that is the case the third bullet covers: under the one-account rule, a second account for YouTube is not the route. You can change the linked AdSense for YouTube account only once every 32 days.

On payout thresholds, AdSense Help’s threshold table says the values vary by the reporting currency in your account, and the table I read on 4 November 2026 has no Indian rupee row. I am not printing a rupee payout threshold for that reason. Check the payments account inside AdSense for YouTube for the figure that applies to you.

What YouTube Does Not Document Yet

As of November 2026, these questions have no answer on the YouTube pages above:

  • A rupee payout threshold: the AdSense table has no INR row.
  • Applications that straddle 1 February 2027: the Help page says channels already in YPP are not affected, and the overview says falling counts during review do not matter. Neither says which threshold applies to a channel that applies in January and is reviewed in February, and with review “typically in about one month”, a mid-January application could land on either side.
  • The new Shorts incentive programmes: the Help page says they “may offer bonuses for YouTube Shopping, production credits for brand deals and earning boosts for cultural trend activations”, and the blog post says “We’ll share more details soon”. No eligibility numbers are published.
  • A per-view rate: the pool formula above is all YouTube publishes.

The Number to Track for YouTube Shorts Monetization in India

The YouTube Shorts monetization requirements in India have one figure that does double duty from 1 February 2027: 10 million qualified Shorts views in 90 days, today’s way in and the new monthly bar for being paid from the Creator Pool. The 20 million entry number is the bigger figure, but it applies once, at entry, and the 10 million floor applies every month after that.

By 10 December, confirm your US tax form shows Approved in AdSense for YouTube; by 31 January 2027, accept the new terms in YouTube Studio. Then put the 15th of each month on your calendar, because that is the day the 90-day count for next month’s Shorts earnings closes.

Frequently Asked Questions

What are the YouTube Shorts monetization requirements in India?

Until 31 January 2027, a channel joins the YouTube Partner Programme through Shorts with 1,000 subscribers and 10 million qualified Shorts views in the past 90 days. From 1 February 2027, new creators need 1,000 subscribers and 20 million qualified Shorts views in 90 days. India is on YouTube's list of YPP countries, and you also need two-step verification, no active Community Guidelines strikes and one AdSense for YouTube account.

Do Shorts views count toward the 4,000 watch hours for monetization?

No. YouTube Help says qualified watch hours from Shorts views in the Shorts feed do not count toward the 4,000 qualified public watch hours threshold. Shorts have their own route: 10 million qualified Shorts views in 90 days until 31 January 2027, and 20 million for new creators from 1 February 2027.

What changes for YouTube Shorts on 1 February 2027?

New creators need 20 million qualified Shorts views in 90 days or 8,000 qualified watch hours in 365 days, plus 1,000 subscribers. Every partner will need 10 million qualified Shorts views in the past 90 days to earn from the Shorts Creator Pool that month, and the updated terms must be accepted in YouTube Studio by 31 January 2027.

How much US tax does YouTube withhold from Indian creators?

In YouTube's own example, an Indian creator earning $1,000 in a month with $100 from US viewers has $15 withheld after claiming the India-US treaty benefit, $30 without the treaty and $240 if no tax info is submitted. YouTube asks creators to submit tax info by 10 December each year.

How long does YouTube take to review a YPP application?

YouTube says it replies after review, typically in about one month, and delays are possible. If the application is rejected, you can appeal within 21 days or re-apply after 30 days, or after 90 days if it is not your first rejection.
